Democracy is defined as the Government of the people, by the people and for the people. It is considered the most acceptable form of Government in which every individual participates consciously and in which the people remain the sovereign power determining their destiny. India is a multicultural, multilingual, multi-religious and multi communal country. But Unity in Diversity is its strength. It is the largest Democracy in the World and is one of the oldest civilizations, with a rich cultural heritage. The Indian Constitution, which stands for national goals like Socialism and National Integration, was framed by the representatives of the Indian people over a long period of debates and discussions.

General Background
Prof. Dr. D. Swaminadhan, born on 01/02/1938 at Guntur, Andhra Pradesh, India, formerly a Member, Planning Commission, New Delhi, is a distinguished Engineer, Technologist, Educationist, Researcher, a planner and a Human Rights crusader. He belongs to Scheduled Tribes Community and is a first generation learner. Dr. Swaminadhan spent more than Fifty five years of his life in the field of higher education, engineering and technological education and research, educational planning and administration with a sound academic foundation. He is a B.E. in Civil Engineering from Andhra University and a Doctorate in Structural engineering from Liverpool University, U.K. His contributions to engineering and technology are well recognised. He is a Fellow of the Institution of Engineers (India) and a Fellow of the Indian National Academy of Engineering. He researched on “Articulated Cellular Bridge Decks” and produced a new method of analysis known as ‘Finite element - grillage method’ during his research work at the University of Liverpool. He has a flair for ‘social action’ to improve the quality of life of the poor and women through economic and social empowerment and hence established Dr. D. Swaminadhan Research Foundation for this purpose. He has projected his ideas through many papers presented and speeches delivered at national and international levels covering areas like sustainable development, environmental protection, urban development, rural development, Value education, social empowerment, women’s empowerment, aged, children and other weaker sections of the society with the underlying thread of Human Rights protection.Dr.Swaminadhan has published a Book titled “Selected Speeches of Dr.D.Swaminadhan”.The Book covers a wide range of disciplines ranging from socio-cultural development to the tools of economic development like higher education, technical education,

New book presents structure for a new federal world government and the new federal world constitution . Prof. Dr. D. Swaminadhan proposes ‘The New World Government-Structure and Constitution’ to solve global problems.
According to Prof. Dr. D. Swaminadhan, the situation of current world peace and security is quite alarming. He states two issues that are bothering the humanity at present. Firstly, the contemporary national and international scenarios in socio-economic, political, ethnic and cultural domains are throwing up many issues, problems and challenges relating to governance, environment, human rights, human security, communal harmony, peaceful co-existence among nations and world peace and security. Secondly, existing global institutions are proving to be wanting in their structures and authorities in solving these problems. In this context, it is believed that the United Nations Organization may not be able to control the situation.
Believing that the greatest hope for the survival of life on earth is the establishment of a democratic world government, Swaminadhan releases, “The New World Government-Structure and Constitution” (published by Xlibris AU). In the book, Swaminadhan proposes a new global independent organization with enforcing authority needed to act upon and solve global issues. “We have to wake up as a planet and realise that war and violence is no longer a feasible or acceptable way of solving political disputes and differences,” Swaminadhan declares. “The book may hopefully ignite thinking of the philosophers, intellectuals and world leaders regarding the significance of this proposal of New Federal Democratic World Government in finding an alternative mechanism to replace the present United Nations Organisation.”
